PHILIPSBURG, SINT MAARTEN — Member of Parliament Dimar Labega announced the decision to hold back three major motions after receiving assurances that the incoming Ministers’ visions and strategic plans directly align with the proposed initiatives. Rather than pushing for formal votes, the MP has opted to support the Ministers’ stated directions while formally requesting strict quarterly progress reports to ensure accountability and execution.
The decisions span critical areas of governance, including national security and tourism, sports development, and public sector human resource reform.
Public Sector Pay and Performance Reform
Addressing the Prime Minister and Minister of Finance, the MP noted that a motion prepared over the weekend regarding civil service reform proved unnecessary after hearing the government’s presentation. The MP expressed pleasure that the core tenets of the motion were already a focal point of the Prime Minister’s agenda.
The motion had requested that the Minister of General Affairs and the Minister of Finance jointly explore a new “Public Sector Pay and Performance Model” to combat the country’s critical human resource challenges.
Reflecting on the need for systemic change, the MP concluded: “We all know the old saying: ‘You get what you pay for.’ If we want a highly efficient government that cuts down those long lines, stops financial waste, and collects taxes fairly to fix our country, we must invest in the model that drives performance.”
Securing the Tourism Product
Speaking to the Minister of Justice, the MP emphasized that Sint Maarten’s safety is the cornerstone of its economy. “A visitor’s experience begins the moment they step off a cruise ship, walk off of a plane, walk through Philipsburg, visit our beaches, and interact with our people,” the MP stated. “A safe and secure environment is one of the most important products we sell as a tourism destination.”
Because the Minister has formally agreed to pursue the aggressive safety and security course of action outlined in the drafted motion, the MP will not be presenting it to the floor, opting instead to monitor implementation via mandatory quarterly process reports.
“Focus Our Resources, Unleashing Our Potential” in Sports
To the Minister of Education, Culture, Youth and Sports (MECYS), the MP expressed satisfaction that the ministry’s presentation completely aligned with a planned sports reform motion. Consequently, this motion was also withheld in a gesture of collaborative support, backed by a request for quarterly updates.
The explanatory note of the withheld sports motion outlines a paradigm shift for local athletics:
- Dual-Track System: The motion does not seek to reduce participation opportunities for any sport. Instead, it creates a system where all sports continue to receive baseline funding.
- Concentrated Investment: A select number of strategically chosen sports will receive concentrated financial backing.
- International Success: The targeted funds will focus on developing elite athletes and internationally competitive national teams.
- Resource Optimization: The overarching objective is to maximize the impact of limited public resources, enhancing Sint Maarten’s sporting success and national visibility under the banner: “Focus our resources, Unleashing our potential.”
The MP intends to closely monitor all three ministries over the coming months, ensuring that the alignment of vision translates into tangible results for the people of Sint Maarten.
A Unified Roadmap to Reduce Poverty
Highlighting the urgent need for a unified approach to social welfare, a Member of Parliament has formally submitted a legislative motion demanding the creation of a comprehensive National Poverty Reduction Strategy.
The submitted motion focuses heavily on breaking down government silos to tackle financial hardship. During central committee questioning, the MP asked every single Minister how their specific initiatives would translate into direct poverty reduction for the people of Sint Maarten.
While individual ministries detailed benefits ranging from education and job creation to agricultural development and healthcare access, the MP identified a critical missing link: a synchronized execution plan.
“What is currently lacking is a joint, inter-ministerial roadmap to poverty reduction,” the MP stated, echoing sentiments shared on the floor. “The Minister of Public Health, Social Development and Labor (VSA) said it pePrrfectly: ‘”Poverty reduction requires a holistic, measurable, and a coordinated approach across the entire Government, and it can only be achieved through cross-ministerial collaboration and long-term strategy.’” This motion ensures that collaboration becomes a mandatory reality, not just a policy discussion.”
By formally tabling the Poverty Reduction Strategy motion while demanding quarterly milestones for the remaining sectors, the MP has established a framework for government accountability.
